I think it's more likely to either be used for stealth or DoT, personally. My guess is that it's similar to the Incendiary Bolts in Bioshock 1. Obscure sight. I'd suppose it might create a puddle of gas that would be ignited by Devil's Kiss or Incinerate. Glad they're bringing this back, the crossbow was so dope.
The main difference is, Infinite's ending doesn't depend on odds - both Booker (s) and Elizabeth (s) sacrificed themselves to prevent anything bad from ever happening. Burial at Sea can lead to a positive ending of Bioshock, but also to two horrible ones. And that's why it's neither a good nor a bittersweet ending.
